Unpacking Chinese Dam Building in Africa: A Geographical Perspective

摘要 Abstract:

新世紀(jì)以來，中國(guó)水電產(chǎn)業(yè)不斷拓展海外業(yè)務(wù)，是非洲水電開發(fā)的重要推動(dòng)者和實(shí)踐者。本報(bào)告聚焦過去20年間中國(guó)水電產(chǎn)業(yè)在非洲的工程實(shí)踐和市場(chǎng)探索，基于在加納、埃塞俄比亞和肯尼亞等的實(shí)地調(diào)研，從地理學(xué)視角解讀中國(guó)水電產(chǎn)業(yè)非洲實(shí)踐中的政治、經(jīng)濟(jì)和技術(shù)雜糅。研究發(fā)現(xiàn)，圍繞水電開發(fā)的中非合作，以大型可再生能源基礎(chǔ)設(shè)施建設(shè)的戰(zhàn)略耦合為切入點(diǎn)，能夠促進(jìn)多元主體、多角度、全方位的“共商共建共享”，有機(jī)會(huì)推動(dòng)?xùn)|道國(guó)的綠色可持續(xù)發(fā)展。然而，中國(guó)水電建設(shè)企業(yè)的具體工程實(shí)踐和業(yè)務(wù)探索活動(dòng)，通常受制于東道國(guó)和第三國(guó)利益群體的參與及其關(guān)聯(lián)性，也不可避免地受到“水”的環(huán)境社會(huì)嵌入性以及在制度和行為層面的路徑依賴的影響。

Since the turn of the century, the Chinese dam industry has been building large dams across developing countries in Asia and Africa, taking up more than half of the share in the global market. This study offers a geographical interpretation of goals, practices and outcomes of Chinese dam building in Africa over the past two decades. Based on opensource data and fieldwork in Ghana, Ethiopia and Kenya, the study finds that participating in African dam construction, Chinese financiers and corporations have divergent priorities but interlocking goals, and that although their practices are mainly informed by their goals, the Chinese activities overseas are affected and challenged by the interplay with external technocratic and political influences which sometimes lead to uncertain consequences. Project-level practices further demonstrate that Chinese engagement with Africa is a global enterprise, in which players come from China, the recipient, and other countries, elaborated in a path dependent way but subject to the spatial embeddedness of specific projects.

主講人Speaker：

韓笑，河海大學(xué)公共管理學(xué)院副教授（青年教授），于墨爾本大學(xué)獲博士學(xué)位，兼任墨爾本大學(xué)亞洲研究院榮譽(yù)研究員。主要從事有關(guān)水管理和農(nóng)政變遷的人文地理與資源管理交叉研究。近年關(guān)注綠色絲綢之路建設(shè)，尤其是中國(guó)在非洲國(guó)家（如加納、埃塞俄比亞等）參與基礎(chǔ)設(shè)施工程建設(shè)的實(shí)踐及影響。在Annals of the American Association of Geographers, Political Geography, Geoforum, World Development, The Journal of Peasant Studies 等國(guó)際知名期刊發(fā)表論文十余篇，主持及參與國(guó)家自科基金課題4項(xiàng)，并獲得美國(guó)地理學(xué)家協(xié)會(huì)（AAG）年會(huì)中國(guó)地理學(xué)最佳學(xué)生論文獎(jiǎng)（2018）

Dr. Xiao Han is an Associate Professor at School of Public Administration, Hohai University and an Honorary Fellow at the University of Melbourne. Her research intersects the fields of human geography and resource management, with attention mainly paid to water management and agrarian change. She has for a decade been investigating the practices and outcomes of Chinese dam building in Africa, informed by fieldwork in Ghana, Ethiopia and Kenya. Her publications have appeared in prestigious journals such as Annals of the American Association of Geographers, Political Geography, Geoforum, World Development, The Journal of Peasant Studies, among others. She is the recipient of best student paper (2018) in the Chinese Geography Group, the American Association of Geographers.
